[scikit-learn] ANN scikit-learn 0.24.0 release

We're happy to announce the 0.24.0 release and already out on PyPI and
conda-forge.

New major features include: Highlights include successive halving,
categorical support for GBRT,

This version supports Python versions 3.6 to 3.9. You can give it a go
using `pip install -U scikit-learn` or `conda install -c conda-forge
scikit-learn`.
