[scikit-learn] Metadata Routing Survey

Hi there,

We're in the process of hopefully finalizing the user and developer API for
metadata routing, and we'd like to hear your thoughts on a few things,
especially if you're somebody who develops custom/third party scikit-learn
compatible estimators.
