[SciPy-dev] prefered way to submit code, patch, new module to scipy/numpy ?

    I tried to find some doc on scipy wiki regarding how to submit 
patches, new code to scipy or numpy, buyt couldn't find so.
    Is there a recommended way to do so ? For new modules or new code in 
existing modules, is there a kind of reviewing process ?
