[SciPy-dev] an atttempt at sandbox/xplt

I agree... there should really only be one plotting package in scipy
or things will be confusing.  Among matplotlibs other features, its
similarity to matlab makes it the ideal choice since we are sort of
positioning ourselves to lure past matlab users.
