[SciPy-dev] scikits svn access

I probably should have written about this.  I looked at it and figured 
out where the permissions needed to be added, but then I had other tasks 
pull me away.

Does Pierre GM have an account already set up?  If you finish this 
before I do Jarrod, let me know.  I have an internal ticket on.
