[SciPy-Dev] recent scipy.stats work

Evgeni (mainly) has been busy to improve stats.distributions
stats.distributions is on the way to losing it's remaining bugs in
higher moments and entropy. :(  and is getting a reliable test suite
for them.

Here is a, maybe incomplete, list to see if we want to backport any of
them to 0.13
