[SciPy-Dev] request for review: access SuperLU L and U factors

Hi,

If there's an expert/user of SuperLU that would be interested to review
this PR that would be useful: https://github.com/scipy/scipy/pull/3375. The
PR adds access to the L and U factors that were previously hidden. This PR
could still go into 0.14.x.
