[SciPy-Dev] PR for Scipy developers guide

Hi all,

https://github.com/scipy/scipy/pull/5424 adds a developers guide to the
documentation. The PR was open for a while, but I've added some sections
and hooked it up to the rest of the docs, so it's ready for review/merge.

There are no proposals for changes in there, it's just documenting how we
do things now. Still, it would be good to get a few pairs of eyes on it.
