[SciPy-Dev] preparing 0.19.1 release

Hi all,

The 0.19.1 release is long overdue, so I'm aiming to get it out during the
coming week. In particular the integrate.quad memory leak (gh-7214) is
urgent.

The PRs currently labelled with `backport-candidate` [1] are planned to go
in. Backports for all but the two unmerged PRs are in
https://github.com/scipy/scipy/pull/7502. If there's other issues/fixes
that need to go in, please point them out.

The one thing that needs a decision is the behavior for float32 input to
interpolation routines: https://github.com/scipy/scipy/issues/7273.
Opinions very welcome.
