[SciPy-Dev] SciPy 1.0 release schedule proposal

I've cleaned up / pushed back the remaining scipy.sparse items for the 1.0
milestone.

There's one scipy.sparse.linalg issue open (gh-7600) but it's outside the
scope of what I'm familiar with.
