It's certainly the team's call whether the channel can continue, but it
really seems like relatively little effort not to end it. Freenode will not
allow access to moderator tools for a channel called "#scipy" without the
project weighing in.

I do not know what generations most channel participants are, but -- for
what it's worth -- many of them are students.
