According to PEP 541 https://www.python.org/dev/peps/pep-0541/ this
probably is name squatting and package is to be removed (reported on
the support tracker pointed out in that PEP).

It's also not the only package that specific user is trying to name
squat: https://pypi.org/user/maxxy/ There's little doubt the reason for
registering such packages is malicious.
