[SciPy-Dev] Review GSoC-2018 Proposal

Dear Sudheer,

This is an extraordinarily well thought-out and well-written proposal.  I
believe that this would be a very useful addition to SciPy.

I have a suggested change of wording.  Current:

"Implement the mechanism of switching the rotational forms (eg: Euler
angles to directional cosine matrices (DCM) etc)."

Suggested:

"Implement conversions among the various rotation representations, e.g.,
from Euler angles to directional cosine matrices (DCM) etc."
