[SciPy-Dev] Build failures (PR 9523)

re: Azure failures, looks like every job is being sent to Linux containers,
which is the opposite of what NumPy currently sees -- every job sent to
Windows containers. Anyway, we're trying to ping someone at Microsoft for
advice.
