[SciPy-Dev] PROPACK Sparse SVD Integration

Hi Pamphile,

PROPACK is an old library that hasn't received an update in 16 years, so I
don't anticipate any issues with staying up to date with any upstream.  The
only changes will be our patches to fix known/discovered bugs.
