[SciPy-Dev] SciPy default build settings switched to use Pythran

Hi all,

After a few months of having Pythran support in master as opt-in, and quite
a bit of positive feedback from contributions trying out Pythran in PRs,
we've now flipped the build setup to opt-out.

If you have a problem, you can still work around it for now with `export
SCIPY_USE_PYTHRAN=0` before building. If there is an unexpected issue,
please do report it.
