[Scipy-organizers] New list policies

Hello All,

I've mentioned this before but now we are opening up the scipy-organizers
list so that anyone can join in.  The hope is this way the community can
join a single list to get all the organizing details and things are
archived.

Since the conference frequently requires decisions that need special care,
we have also setup scipy-exec at scipy.org for the Executive committee of that
year's scipy organizing committee.  This list is intended to be private and
have the members purged every year for a new committee.  I hope we don't
need to use this list much.
