[Scipy-organizers] proceedings continuous built

hi,
based on the discussion a couple of months ago, I've developed a
proof-of-concept
implementation of a Pelican-based system for building and publishing
the proceedings
continuously, thanks to Travis-ci, it also includes uploading PDFs to
FigShare and
creating .bib (with DOI), see:
