I'm not personally familiar with what the Matlab comms toolbox can do. I 
think a good contribution would be to describe the functionality that 
exists in that toolbox in a way that doesn't reference Matlab. The scipy 
wiki would no doubt be a good place to do that. It would then be much 
easier for individual bits to get implemented. I might even find that 
some of those bits overlap with my needs, giving my selfish little self 
incentive to work on them :)
