Yes, basically. It is not simply a thin wrapper, though. And it also has
other algorithms not present in the BGL.

Why shouldn't it? If the BGL developers wanted to avoid this, they would
have used another licence. As for my own stuff, I prefer the GPL, to
avoid additional restrictions.
