[SoC2010-General] Improvements to IDLE for better remote instruction

You can apply today. There is a 'link' section in Application template where
you can add link for additional info. Put a link of your proposal on your
blog/site etc, and change it incase you want to add something later on. Make
sure you apply before 1900 UTC, 9th April.
