Summary: Deactivate notification icon when there's no new ham

Initial Comment:
The Outlook taskbar notification icon is pretty 
misleading when only spam (and no ham) was received. 
Yet it is very useful or people who keep their Outlook 
open all day and don't want to check for new (ham) mail 
every 10 minutes. 

The spambayes plugin should deactivate this notification 
icon in case there is no new unread ham in the inbox 
folder.
