I think part of the reason why they've remained slightly askew for so long
is that you can specify them in the options file (persistent_use_database
and persistent_storage_file).  I suspect many people set this behavior
there, so aren't aware of (or as annoyed by) the inconsistency.  Also, many
people use only a single piece of the pie (hammiefilter or pop3proxy, but
not both) so don't notice that tools they don't use have different behavior.
