I assume you're talking about Windows here.  Ctrl+C certainly should work to
copy from HTML Help -- and it does when I try it.  Maybe you've got a very
old version of the HTML help viewer?  Python doesn't ship that part, but if
there's breakage in old viewers maybe Python should ship that part.
