Oh, just another in the endless string of PythonWin bugs, then <wink>.  But
this is better news than that it works if and only spambayes isn't running!

Maybe you can borrow IDLE's trick?  (I can launch the .chm via IDLE's Help
-> Python Docs and all works well.)  IDLE simply does

    os.startfile(path_to_chm_file)
