Even for a project the size of SpamBayes (not really very big), I think
that's a fair amount to expect (it might delay 1.1 for quite awhile).  I
would prefer we approach it incrementally.  Every time you check in a change
you should add tests to cover the changed code.  Adding another test or two
would be a nice bonus.
