[spambayes-dev] require subscription?

I guess motivation for requiring subscriptions is to stop spam.
Does spambayes-dev really get enough spam to justify that change?  I
don't think it does.  However, my calibration may be off since I've
seen the massive amount of junk mail that mail.python.org is
rejecting every minute.
