[Spambayes] Unable to initialize add-in

I am attempting to use the SpamBayes software.  I receive the message:
 
There was an error initializing the SpamBayes addin.
 
I have read the Troubleshooting document.  The addin does not show up in the
Add-ins window in Outlook.  I tried manually registering the DLL with:
 
regsvr32.exe spambayes_addin.dll
 
The toolbar icons appear, and sort of work, but complains that SpamBayes
needs to be enabled.
 
Any help appreciated.
 
I am using Windows 2000, Outlook 2000, and the Binary version of SpamBayes
0081
