[Spambayes] Outlook: failure to enable Spambayes

OP Sys: Windows XP Pro/Outlook XP Pro

I have looked at the documentation, but this does not cover this present
situation:
Spambayes Mgr says the program is enabled
Spambayes calculates the probabilities correctly, but the program does not
move the files to the receiving folder.
