[Spambayes] Unable to register spambayes_addin.dll

When I try to install SpamBayes I get an error that says it could not
register "SpamBayes_Addin.dll".  I read the post on the forum in which
someone had the same problem.  I tried copying the dll file to the Outlook
addin directory like he did but it still does not work.  The spambayes.log
file is empty.
