Not true - the Outlook plugin doesn't work with Outlook Express, but the
POP3 proxy does. Instructions are at:

The POP3 proxy annotates your email as you retrieve it, by adding a header
(X-Spambayes-Classification) and optionally by annotating the To and
Subject headers. Because Outlook Express can only filter on a limited set
of headers, you need to use this latter feature - to go the Configuration
page in the web interface and check "Notate to" and/or "Classify in
subject header". You can then set up an Outlook Express filter to move
suspected spam into its own folder. (There's a known bug in some recent
versions whereby you need to shutdown sb_server.py and restart it after
changing your configuration - it's probably best to do that.)
