[Spambayes] error installing

I am trying to install ver 08.1 on my development system which is running
Windows 2003 Server and Outlook 2003 (I dial-up to an ISP for mail service).
When installing I get the following error message.

 

C:\program files\spambayes outlook addin\spambayes_addin.dll

Unable to register the dll/ocx: dllregisterserver failed; code 0x00000000

 

At this point it recommends aborting the install, which I do.

 

Any suggestions or will it not work in my environment.
