[Spambayes] Integrating SpamBayes in Outlook Rules

I was wondering about the feasibility of integrating SpamBayes with
Outlook Rules.
 
First of all, is this part of Outlook pluggable at all?  Can external
providers add their own criteria and actions so that when the user
selects "Create a new rule", these criteria and actions will be added to
the standard ones?
 
If the answer is yes, then it would make a lot of sense to add an action
"If SpamBayes marks this message as spam":

*	It reduces the extra functionality the SpamBayes needs to
provide (UI, moving messages).
*	It allows SpamBayes to focus on what it does best:   deciding if
a message is spam.
*	It gives more power to users who can then integrate SpamBayes
with all the power offered by Outlook rules (once again, less stuff for
SpamBayes to reimplement).
*	Users can order SpamBayes and rules more easily (impossible
right now since SpamBayes is always run after the Rules).

Thoughts?
