Mystery solved - in Tony's mails, the URL is too long and wraps over to a
new line, so Outlook sends the partial URL to FireFox; since the internal
tag does not exist, the browser stays at the top of the page.
Thanks to Tony & Michael, which remind me of an old Russian proverb - "If
two people tell you that you're drunk, go to sleep" :-)

It works for me here (WinXP SP1) with Firefox 0.8, although it does display
the FAQ at the top for a second, and then jump down.
Does it make any difference if the URL is the sourceforge version? Like
this:
