[Spambayes] Can't tell if it's working

My operating system is Windows 2000 Pro.  I'm using SpamBayes version 0.81 Outlook Add-in.  When I click on Tools, go to Com Add-Ins; SpamBayes is not listed.  It should be there right?  I re-installed and opened Outlook and it still was not there.  What do I do next?
