[Spambayes] spambayes wont show up in outlook

Try "Help" "About Microsoft Outlook". Click the "Disabled Items" button and
see if SpamBayes is listed here. If it is enable it.( Restart Outlook. I'm
doing this from memory so menu choices may be slightly different. Hth.

I installed Spambayes-Outlook-Setup-0081
 
I made sure outlook and all word windows were closed when I did it.
 
When I open outlook I get no start-up window for spambayes and the spambayes
tool bar doesn't show up at all nor is it an option to add to the outlook
toolbar.. How do I get it going?
