[Spambayes] Installing the POP3 Proxy

I am having trouble installing the software for Spambayes.  I have installed
Python 2.3, but when I go to a command line this is the outcome:

C:\Python23>python.exe d:\spambayes\spambayes\setup.py install
running install
running build
running build_py
error: package directory 'spambayes' does not exist

C:\Python23>

What could this mean?  What am I doing wrong?
