[Spambayes] Installation problem

I have windows XP with Outlook 2003

 

Everything goes fine until I get to  spambayes_addin.dll  My computer will
not register this file. I made sure the Norton was off, I restarted the
computer and did not start Outlook because I use Word as the editor.

I have uninstalled , reinstalled, restarted the computer and have done all
the things in the trouble shooting that I can.

 

Spambayes just does not get installed as an add in on my outlook.

 

Any suggestions??
