The system itself is rather well documented internally.  There is little, 
if any, architectural level documentation.  The source is the place to 
go.  It's in Python, but if you don't know that language, never fear.  
It's very readable.

Yes.  However, because there are way too many clients, most of which are 
not architected to allow plugins, the imap filter is external to the imap 
clients, not integrated into a client like the outlook plugin.
