I'd try using Google.  15 seconds of that suggests it's a Symantec DLL, and
that this error message is a FAQ for people using some of their
virus-scanning products.  Go to

and enter

    vpmsece

in the Search box to get started.  That will get you 16 Symantec support
documents talking about this message.  One of them might even help <wink>.
