[Spambayes] Tool bar doesnt appear

I have read the troubleshooting page for spambayes but it didn't meantion anything about the toolbar not appearing in the interface of outlook.  I have installed and reinstalled the program but the toolbar still wont appear. Any help will be appreciated, thanks.
