[Spambayes] FAILED to add the toolbar item 'SpamBayesCommand.Manager' - (-2147352567, 'Exception occurred.'

I recently upgraded from OL2000 to OL2003.  Afterward I installed
spambayes-1.0rc1.exe.  I am using WinXP with the latest critical
updates.

Mail is still being filtered but I get a fatal exception when I try to
click on the spambayes buttons in Outlook.

I have attached pictures of the error dialogs as well as the spambayes
log.

I appreciate your assistance,
