This might be the problem

This is the setup I'm suspecting

OE -> SB pop3proxy->Norton proxy -> ISP

When you want to get your email from your ISP
OE ask SB proxy then
SB proxy ask Norton prooxy , who fetch the email from the ISP
Then It should come back but if the mail is a virus Norton don't return 
anything or maybe an error message.
and I don't know if SB can handle that.

Bethanie can you tell us if this is your setup and what happend if 
Norton find a virus ?

P.S. This is based on my understanding of virus scanner (nor necessarily 
Norton)
