[Spambayes] Outlook XP SP2 / Python problem

Hello Spambayes Guru,
 
I've run into a weird problem on a new installation of Spambayes on Outlook.
The user is Local Admin, installation runs smoothly without error, plugin is
not disabled BUT the toolbar doesn't appear in Outlook. 
 
The logfile is as follows :

Installation package used was : spambayes-1.0a9.exe
 
Any idea what's happening ? I've tried everything from the FAQ, nothing
helps !
