[Spambayes] Multiple user

Does Project have an Outlook plugin component? If so, maybe Outlook
tries to configure it the first time each successive user gets into the
plugin mechanism. Spambayes was the first plugin to execute (after
Project was installed), and that event triggered Project to do its
thing.
