And then to the information about this list, you will find instructions:

But even if you have deleted all previous messages, if you are still
subscribed, then you will, sooner-or-later, get a new one, which has
instructions for subscribing in it.

Well, it isn't prominent, sure, but it's not absent (as above).

It's there, and always has been.  (The first link in the google search above
gives examples).
