[Spambayes] SpamBayes Not Running...

To Whom It May Concern:

    I have read your "Troubleshooting Guide" and I did not see this particulary issue addressed.  My SpamBayes will not "turn on"...how do I fix that?  BTW, I am running it with Windows XP Home and Outlook Express.
