1. Did you install the Proxy version? Outlook Express (OE) is NOT Outlook
and the plug-in will NOT work with OE.
2. You need to configure your Outlook Express to read the mail from the
SpamBayes proxy instead of directly from your internet service provider's
POP server.
 
A good starting point would be the FAQ, specifically questions 1.5 and 2.1

I installed spambayes-1.0.3.exe, on my winXP and it does not seem to do
anything at all :o( I am using outlook express.
