[Spambayes] Wont Enable

When I go to COM addins, I can't tick Spambayes to be selected.  Or I can,
but then when I look again it is unticked.
 
Spambayes basically just stopped responding.  I tried uninstalling and
installing, but the buttons still wouldn't respond.  Please advise what can
be done.
