[Spambayes] Spambayes toolbar not viewable in Outlook

Hello,
 
I have tried several installations, and still cannot get the Spambayes
Configuration Wizard to run when I re-open Outlook
after installing Spambayes.
 
I have had Spambayes installed previously and it worked very well. The
only difference I have this time is "Google Desktop" installed.
Could this be the problem with installing the Spambayes? Any workaround?
